02 — The Problem: The Measurement Gap in Water Management
Water management authorities carefully measure withdrawals from rivers, reservoirs, and aquifers, but not what we put back. Without consistent, verified data on stormwater infiltration performance, communities, regulators, and investors cannot reliably evaluate whether infrastructure investments are delivering their intended hydrologic outcomes.

Stormwater infiltration is governed by well-understood hydrologic principles. Measurement methods include direct sensor monitoring of subsurface water levels, correlation with rainfall and evapotranspiration data, and site-specific engineering analysis based on known soil and basin characteristics.

The HydroCoin Measurement, Reporting, and Verification (MRV) framework establishes a standardized methodology for calculating, documenting, and certifying stormwater infiltration volumes. It requires dual professional approval — a licensed engineer and an independent CPA — before any credits are issued.
06 — Two-Token Architecture
HydroCoin uses a two-token structure on the XRP Ledger: HydroCoin (HC) represents verified gallons and is the primary water credit unit; HydroSite (HS) represents proportional economic interest in a specific site's verified performance. Both use Multi-Purpose Token (MPT) technology on XRPL.
07 — Token Issuance & Markets
HydroCoin units are issued in batches after each completed verification cycle, covering site enrollment, data collection, engineering review, CPA attestation, fingerprint generation, and on-chain recording. No tokens are created prior to verification.

The HydroCoin platform combines IoT sensor infrastructure, a cloud-based MRV data platform, a dual-approval verification workflow, a cryptographic fingerprinting control system, and XRPL-native token issuance and retirement.
